TUUP Governance

The largest challenge of a truly decentralized protocol is governance for code & version control.

This was probably the most difficult part of TUUP as a concept. So far, there have been great strides in making governance systems with decentralized protocols & networks. Unfortunately at some point, changes require approval by some higher power. It's less bad if it's multiple users acting as a sort of "congress", but said congress can become corrupt or in agreement over something of greater influence. To create a truly decentralized governance system is quite the challenge, which hasn't really seen a proper solution. After doing quite a bit of math & brainstorming, a potential solution has appeared.

In regards to the governance of TUUP, voting takes place with proposed code changes to the protocol itself. If enough changes are made to warrant a version change, that may be proposed as well. Smart contracts will handle all math taking place.

The actual formula for above will be posted here at a later time.
